What is a General Plan?

A General Plan is Fresno County’s blueprint for the future! Here in the state of California, every city and county is required to have a General Plan that will help them make future decisions regarding:

  • Land Use
  • Infrastructure
  • Public Services
  • Resource Conservation

Our Process

The routine for reviewing and updating a General Plan and the complementary Zoning Ordinance involves a fair amount of research and revisions. Therefore, our staff divides this multi-year project into phases:

  • Update any changes in state laws and data on how Fresno County has changed in an extensive Background Report.
  • Prepare a Revised Policy Document, which includes land use diagrams, policies, goals, and a strategy for implementation, and modernize the Fresno County Zoning Ordinance
  • Draft a Program Environmental Impact Report (PEIR) to evaluate environmental impacts of the proposed General Plan and Zoning Ordinance
Review Process

Timeline

The General Plan Review and Zoning Ordinance team continues to work on adjustments to the draft documents.  Our staff has revised the schedule and estimates final adoption hearings sometime in 2023.  Here’s a revised breakdown of the phases we’re still working through. Note: 
All workshops will have an introductory video summarizing the General Plan Review process and individual stations for the General Plan and Zoning Ordinance, Draft Environmental Impact Report, and Environmental Justice Element.  The video will be replayed throughout the evening.  At each station staff will be present to answer questions and materials will be available to view.
